New Time Frame



When AFTA was first initiated in 1993, the Inclusion List of the CEPT Scheme consisted of 41,147 tariff lines which were to be subjected to a schedule of tariff reduction to bring them to a range of 0-5% by the year 2008 (see Table 1). Some 3,321 tariff lines were temporary excluded (i.e. in the Temporary Exclusion List) while another 523 tariff lines were permanently excluded from tariff reduction (i.e. in the General Exception List).

Since then, there have been important changes in the composition of the CEPT package. This followed the decisions of the ASEAN Economic Ministers to expedite the realization of AFTA, shortening the time frame from 15 to 10 years, to transfer products in the Temporary Exclusion List to the Inclusion List in 5 equal installments beginning from 1 January 1996 and to include unprocessed agricultural products (UAP) into the CEPT scheme. The accession of Vietnam to the CEPT Agreement has also enlarged and altered the composition of the CEPT package.

A new category called the Sensitive List has been added as a result of the decision by the 26th ASEAN Economic Ministers to include unprocessed agricultural products into the CEPT Scheme. Member Countries have agreed that a number of sensitive unprocessed agricultural products should be subject to a different liberalization mechanism (see Section III of this Volume for more on unprocessed agricultural products).

Comparison of Old and New Tariff Package

As result of these changes, the number of tariff lines in the Inclusion List for tariff reduction has increased by 3,495 (an increase of 8.49%) to 44,642. This is due to the transfer of the first package of the Temporary Exclusion List to the Inclusion List (about 675 tariff lines), the inclusion of unprocessed agricultural products (1,387 tariff lines) and Vietnam's first package of products in the CEPT Scheme (another 857 tariff lines).

The Temporary Exclusion List has increased by 364 tariff lines from 3,321 to 3,685 tariff lines. This change reflects three things: (i) transfer of the first installment of TEL products into the Inclusion List, (ii) the addition of some unprocessed agricultural products and (iii) the submission of Vietnam's list of temporarily excluded products.

The Sensitive List is made up of 287 tariff lines, The General Exception (GE) List has increased by 143 tariff lines. This is mostly due to Vietnam's submission of her list of GE products (146 tariff lines). But over the past three years, there have been some small changes in Member Countries' GE Lists as well. Three Members have increased the number of their products in this category (Brunei, Singapore and Thailand) while the rest have either decreased it (Indonesia and Malaysia) or not made any changes (Philippines).

Average Tariff Rates By Country

Some idea of the effect on average CEPT tariff rates of the new time frame is shown in Table 2. The ASEAN or regional average tariff rate falls from the current 7.66% to 4.02% by the year 2000 and then to 2.89% by the year 2003. The information on average regional rates hides some significant reduction in Member Countries' average level of protection. The fall in average CEPT tariff rates is in fact quite dramatic for the countries with currently high CEPT tariff rates. For example, Indonesia and Thailand currently have average CEPT tariff rates that are at the double digit level. But under the new time frame, all countries in ASEAN would have average CEPT tariff rates that are within the 0-5% range by the year 2003. In fact, about 87.76% of the total tariff lines in the Inclusion List will be in the 0-5% category by the year 2000. Hence with two exceptions, all Member Countries would have average tariff rates in the 0-5% category by the year 2000.

Average Tariff Rates By Sector

The top five sectors in terms of intra-ASEAN trade value are machinery and electrical appliances (HS . 84-85), mineral products (HS 2527), base metals (HS 72-83), textiles (HS 50-63) and chemicals (HS 28-38).

In these widely-traded sectors, the average ASEAN CEPT rate will already be within the 0-5% range by the year 2000. For the minerals sectors, all ASEAN countries will have average CEPT rates in the 0-5% category by the year 2000. The average CEPT rates by country and for the region as a whole are shown in Figures 1-5.

Actually only five sectors will not have an averaoe ASEAN tariff rite within 0-5% by the year 2000. These are Prepared Foodstuff (HS 16-24); Woods (HS 44-46); Footwear (HS 64-67); Arms (HS 93) and Miscellaneous Manufactured Articles (HS 94-96).

The average CEPT tariff rates by country and for the region for the remaining sectors are shown in Figures 6-21.
