ASEAN - Canada


  1. ASEAN-Canada cooperative efforts had brought results in a number of fronts. Three Memoranda were signed at the last PMC in Kuala Lumpur covering Marine Environment, Solar Dryer and Fisheries Post Harvest 11 Projects. All these three projects are now well underway.
  2. In line with new initiatives for ASEAN-Canada cooperation which put particular emphasis, among others, on the area of women in development. Canada has agreed to finance a study on family violence and another which will gather statistical indicators on women for macro planning purposes. Another major component of these programmes is the funding of vocational training for women in non-traditional sectors.
  3. As agreed at the 7th JCC Meeting, ASEAN and Canada are pursuing negotiations on the renewal of the ASEAN-Canada Economic Cooperation Agreement through diplomatic channels. In this regard, ASEAN would like to ensure that the role of the private sector participation is included in the agreement.
  4. Following are projects which were pursued during the period under review :

    a) Agriculture and Forestry

    Memorandum of Understanding (MOU) for the following projects were signed in Kuala Lumpur on 24 July 1991 :
    (i) ASEAN-Canada Fisheries Post Harvest Technology;

    (ii) ASEAN-Canada Cooperation Programme in Marine Science, Phase II;

    (iii) ASEAN-Canada Solar Energy in Drying Processes.
  5. The Management Plans for the above projects have been circulated to member countries for consideration and approval.

    b) Transportation and Communication
(ii) Ku-Band Propagation Measurement Programme in Earth Space Paths.

Equipment for the project had been shipped to Indonesia, Singapore and Thailand for installation.

(ii) ASEAN Cargo Transportation Study

    Agreement has been reached between CIDA and COTAC on the project.

  1. The Management Plan for the ASEAN-Canada Regional Training Programme has been circulated to the Member Countries for approval. The Course Design Mission previously scheduled in January 1992 was postponed to and completed in February 1992. As a result of the mission, more information have become available as reference in planning the remaining courses (six are planned for 1992). Implementation of the long-term component commenced in September 1991 and additional nominations are now being processed. The Course Design Mission has recommended that a Phase II of the project be considered.

  2. At the 7th JCC Meeting, ASEAN and Canada agreed that environment should be a major component of ASEAN-Canada Development Cooperation. Informal consultations between ASEAN and Canadian environmental officials would be arranged through the regular dialogue channels for the formulation of a suitable environment programme.

  3. Following informal consultations between CIDA and the Chairperson of the ASEAN Women's Programme, CIDA has indicated its approval in principle to provide funding to the following AWP projects under CIDA's Women in Development Programme :

      a) ASEAN Network of Vocational Training for Women (Thailand)

      b) Network on Indicators and Statistics on Women (Philippines)

      c) Prevention of Family Violence (Philippines)

     
  4. In addition to the programmes on Marine Science and Solar Energy mentioned earlier, positive response has been received by ASEAN from Canada with regard to the following ASEAN proposals for which Canadian contribution has been requested :

      a) ASEAN Science Fund

      b) ASEAN Science and Technology Week

  5. With regard to the ASEAN Food Conference which was held in Jakarta on 17-27 February 1992, although Canada has earlier indicated positive interest, no contribution was actually received by the organizing committee.
