COOPERATION IN INDUSTRY, MINERALS AND ENERGY (COIME)


  1. The Committee on Industry, Minerals and Energy (COIME) has convened two informal meetings in Bali, Indonesia on 5-6 September 1991 and Kuala Lumpur on 3 October 1991 during the period under review. These meetings served to prepare for the Fourth Summit and to review the progress of programmes being implemented in the area of industrial, investment and minerals cooperation.

  2. The following is a summary of the progress of programmes being implemented in the area of industrial cooperation: ASEAN Industrial Projects

      ASEAN Urea Projects (Indonesia and Malaysia)

      The ASEAN Urea Projects in Indonesia and Malaysia both earned profits in 1991 due partly to the improvement in prices of urea worldwide.

      ASEAN Potash Mining Project (Thailand)

      Following the full approval of the ASEAN Economic Ministers (AEM) of the project in October 1990, the first Board Meeting to discuss the work plans of the project was held on 7-8 March 1991. The Joint Venture Agreement was signed by the Shareholders in January 1991. The project has made good progress. The Government of Thailand has sent an application on 28 October 1991 for a loan from the Japanese Government through the Fukuda Fund. The First Meeting with the Japanese officials was held in Bangkok on 18 May 1992. At this Meeting, the Japanese side indicated that an evaluation mission will be sent to Thailand to appraise the project.

      ASEAN Copper Fabrication Project (Philippines)

      A market study conducted by KOBE Steel Co. Ltd. recommended .he scaling down of the plant capacity from 30,000 MT/ year to 15,000 MT/year. The feasibility study based on the 15,000 MT/year capacity has been completed and a technical meeting was held in Manila in May 1991 to discuss the results and recommendations of the final study. Japan may be participating in the project through JAIDO.

  3. The Special COIME Meeting in Bali on 5-6 September 1991 approved two additional . nominations of Toyota, which involves Malaysia and Thailand, and of Mitsubishi, which involves the Philippines and Thailand, respectively.

  4. The ASEAN Economic Ministers have also approved the extension of the BBC Scheme to other products.

    ASEAN Industrial Joint Ventures (AIJV)

  5. A total of eight AIJVs have been approved in the period under review, as follows:

      a) Enamel (Indonesia and Malaysia)
      b) Heavy Equipment (Indonesia and Malaysia)
      c) Aluminium Hydroxide (Indonesia and Thailand)
      d) Breakfast Cereals (All ASEAN Countries)
      e) Soya-based Milk, Soyex and Meat Analogue (All ASEAN Countries)
      f) Chocolate Wafers, Dragees, Bouillon Tablets (All ASEAN Countries)
      g) Non-Dairy Creamer (All ASEAN Countries)
      h) Soya Sauce Powder (All ASEAN Countries)

  6. The following AIJVs were also dropped from the AIJV Final List without prejudice to their reinclusion in the future:
    a) Complete assemblies - mechanical rack and pinion steering gears for manual steering systems; power rack and pinion
          steering gears for power steering systems; tie-rod; tie-rod ends.
    
    b)    Parts of complete assemblies - tie rod assembly, housing,studs, billows, bearings; tie-rod end/outer ball joints 
          assembly, housing, studs.
    
    c)    Parts and sub-assemblies of complete assemblies - steering housings, steering rods, steering pinion, steering billows,
          steering pumps, steering fluid containers.
    
    d)    Motorcycle electrical parts, ignition coil and headlights.
    
  7. There are, to date, 21 AIJVs in various stages of implementation.

  8. Following the decision of the ASEAN Economic Ministers to improve the implementation of the AIJV Scheme, the following recommendations were made by the COIME for this purpose. These recommendations shall be embodied in a Protocol which will further amend the Basic Agreement on the AIJV:
    a)    A Common Effective Preferential Tariff shall be extended to AIJV Products.
    
    b)    The exclusivity privilege granted to the new AIJV products shall be discontinued.
    
    c)   The minimum five percent (5%) equity requirement from nationals of the participating member countries shall be relaxed 
          after a period of four years from the commencement of the commercial operation of the approved AIJV project, provided 
          that the total minimum ASEAN equity is maintained and that there is equity from at least 2 participating member countrie
          in the approved AIJV project
    d)   Non-participating member countries shall continue to waive their rights under Article 1 (8) of the Revised BAAIJV until such time
          that they agree to extend the same tariff of preference to the AIJV product.
    
  9. Minerals Cooperation

  10. In order to enhance minerals cooperation and encourage investment within the ASEAN region, ASEAN has agreed to emphasize on the dissemination of information on mining activities. This will include the preparation of Mineral Profiles and existing Mining Laws and Regulations through technical assistance of consultants and published for the general use and as reference for mineral investment within the region.

    Energy Cooperation

  11. In the area of energy cooperation, a significant expansion in intra-ASEAN coal trade was noted following the holding of the Intra-ASEAN Coal Workshops, which brings together coal users and coal producers in the ASEAN region, and as a result of the establishment of coal cooperation committees between Indonesia and the Philippines, and Indonesia and Thailand.

  12. Progress was also noted in the Interconnection Project, particularly the completion of feasibility studies for the Sarawak - Kalimantan, Sarawak - Brunei Darussalam - Sabah, Sumatera - Peninsular Malaysia, and Batam - Singapore interconnections.
