ASEAN - UNDP


  1. The period under review has been marked by a number of significant activities undertaken both by the ASEAN and UNDP. Noteworthy among them was the report of the Eminent Five on the Strengthening of the ASEAN Secretariat.
  2. The report was a product of an exercise funded by UNDP "to study and make the necessary recommendations on strengthening and revamping the structure and mechanism of ASEAN, in particular the ASEAN Secretariat". The so-called Panel of Five Eminent Persons was chaired by Tan Sri Mohd. Ghazali Shafie, former Minister of Foreign Affairs, Malaysia with members comprising, Professor Mohammad Sadli, former Minister of Manpower and Minister of Mines and Petroleum of Indonesia, Dr. Noordin Sopiee, Director General of the Institute of Strategic and International Studies (ISIS), Malaysia, Dr. Jacques Pelkmans, Senior Research Fellow at the Centre for European Policy Studies and Director of Euroscope and Emeritus Professor Gladstone Everard Mills, Public Administration Professor at the University of the West Indies, Jamaica.
  3. The objective of the study is to assist ASEAN decision-makers in developing and implementing options and modalities for the long-term strengthening of the ASEAN Secretariat. In carrying out its task, the panel had extensive discussions with foreign ministers, economic ministers, senior government officials, officials of the ASEAN Secretariat and members of the private sectors in the ASEAN Capitals.
  4. The 39-page report entitled "Strengthening the Structure and Mechanism of ASEAN, with Special Reference to the ASEAN Secretariat", out-lined some important recommendations which resulted in 4th ASEAN Summit decision to make the ASEAN Secretariat a more effective regional institution with increased resources and larger mandate.
  5. The other important exercise undertaken with funding from UNDP was a study on "ASEAN Economic Cooperation For the 1990". The study requested by the ASEAN Standing Committee was geared to pool dynamic and vital ideas for economic cooperation for the future.
  6. To achieve the above objective, the ASEAN Secretariat as the coordinator of the study tapped the expertise of ASEAN and consultants. The study was chaired by Dr. Amnuay Viravan, a distinguished businessman of Thailand, with advisory members composed of ASEAN personages in economic, official and academic fields.
  7. The recommendations contained in the report supplemented and complemented the ASEAN Free Trade Initiative that the 4th ASEAN Summit launched.
  8. In the other areas of cooperation, both ASEAN and UNDP made preparations to start the ASEAN-UNDP 5th Inter Country Programme covering the period from 1992 to 1997. About US$13 million has been earmarked for the programme.
