ASEAN Cooperation on Civil Service Matters (ACCSM)
ASEAN Resource Centers (ARCs)

The idea of establishment of the ASEAN Resource Centers (ARCs) was initiated during the 8th ACCSM held in Manila in January 1995.  Since its formation in each ASEAN Member Country with their respective area of expertise, the ARCs has been playing a vital and integral role in strengthening cooperation in civil service matters and in providing avenues for capacity building among ASEAN Member Countries in this field.

Currently, there are ARCs in seven ASEAN Member Countries and ARCs are being established in Cambodia and Laos:

  1. ASEAN Resource Center on Managing New Technologies--- Brunei Darussalam
    Brunei Darussalam has carried out “ A Comparative Study in Information Technology (IT) in ASEAN Civil Service ” and conducted a Seminar on “ Managing on Electronic Business in ASEAN Civil Service ” on 27-28 March 2001. In addition, a seminar on “ Managing with IT in ASEAN Civil Service” will be organized in July 2002.
  2. ASEAN Resource Center on Capacity Development of the Civil Servants---- Cambodia
    The 11th ACCSM held in Ha Noi in October 2001 endorsed Cambodia’s proposal on the establishment of the “ ASEAN Resource Center on Capacity Development of the Civil Servants ”
  3.   ASEAN Resource Center on Information Exchange (ARCIE)----- Indonesia
    Indonesia has conducted two workshops on ARCIE in September 1996 and October 1998. It has also prepared programmes on personnel management information systems to anticipate the decentralization policy in Indonesia.

  4. ASEAN Resource Center on Civil Service Performance Management---- Laos
    The 11th ACCSM held in Ha Noi in October 2001 endorsed Laos’ proposal on the establishment of the “ ASEAN Resource Center on Civil Service Performance Management ”.
  5. ASEAN Resource Center for Case Study ---- Malaysia
    Malaysia has accumulated up to 80 case studies from 1999-2001 with contributions from ASEAN and other foreign countries. In 2001, 13 more cases were produced. Case writing workshops have been continuously implemented on an annual basis. In the long run, a multimedia depository of the cases is being set up. 
  6.  Myanmar is still in the process of identifying her specific needs.  
     
  7. ASEAN Resource Center on Examination and Testing ---- Philippines
    The Philippines has hosted 10 study visits from ASEAN Member Countries to its Civil Service Commission during 1999-2000.  A “ Testing Advisory Mission” has also been continuously developed in a customized assessment package for consultancy services on examination. Two initiative projects on “ Inclusion of Gender and Development (GAD) Perspective in Government Examination” and “Computer-Assisted Test for Visually Impaired Person (CADVIP)” have been launched.
  8. ASEAN Resource Center on Management Innovation ---- Singapore
    Singapore organized a joint conference on “ Transforming Public Sector Leadership Programme---- Building Partnership for the New Millennium” from 24-28 April 2000 for ASEAN and East Asian countries. Recently, the International Forum for Public Sector Leadership 2001: Recruitment, Retention, and Learning was held in cooperation with the Canadian Center on Management Development and the Institute of Policy Development. Singapore also plays an active role in developing an “ Open Academy” to facilitate e-learning to customize the public service specific programs and international participants.
  9. ASEAN Resource Center on Leadership Development----Thailand
    Thailand conducted a seminar on “ Leadership, Ethics and Public Sector   Reforms ” in 1999, and created a web page for the ARC on Leadership Development. In addition, it has published “ A Compendium of ASEAN Civil Service Systems ”. More recently, Thailand continued conducting the three-session “ New Wave Leadership Development Programme  ” in the Thai public sector and further developed the ARC library and database on leadership development. The training programme “ Women Leadership Development in the Public Sector ” with the creation of web page and multi-media logistics for piloting the programme was initiated. During 2000, Thailand hosted 11 study visits among ASEAN and non-ASEAN member countries to its Civil Service Commission. In 2001, five bilateral cooperation programs between the Office of the Civil Service Commission (OCSC) and the Government Committee on Organization and Personnel (GCOP) of Viet Nam were implemented.

  10. ASEAN Resource Center on Personnel Management---- Viet Nam
    Viet Nam conducted a study tour to the Philippines on training management, recruitment and appointment. It also hosted ASEAN workshops on “ Staffing and Remuneration Management in Public Sector”, “Strengthening Capacity for Officers at Local Authorities ”, and “ Ethics in Civil Services ”.
