Seminar on Standards, Metrology and Quality international cooperation

 

In order to improve the effectiveness of international cooperation on Standards, Metrology and Quality serving economic innovation and development in the country, on 10th September 2002, Directorate for Standards and Quality (STAMEQ) held a seminar in Dai Lai, Vinh Phuc.
STAMEQ's Director General presided over seminar. Attending the seminar were Directors, Experts on international cooperation of functional Bodies, Units under STAMEQ.
Representatives of Planning and Cooperation, Metrology Center, Standard and Quality Center, Testing and Quality Assurance Center 3 (QUATEST 3), Vietnam Productivity Center presented reports on assessment of the international cooperation effectiveness in the past time and orientations to develop this activity in the next time. For nearly the past ten years, STAMEQ actively and positively participated in activities of the international and regional specialized organizations on Standardization, Measurement, Testing, Accreditation, Certification and regional economic organizations such as ASEAN, APEC, ASEM, WTO. Prestige of Vietnam is increasingly improved, Vietnam enjoyed many times to be selected on Executive Board or holds position as alternative Chairman of Organizations and had remarkable contributions on the process of developing and improving effectiveness of these organizations. Through cooperation, STAMEQ is considerably reinforced on material basis and trained to widen knowledge of officials. Tens of projects were deployed, hundreds of officials were trained through training courses, seminars and conferences held in Vietnam and in the foreign countries.
Seminar also concentrated on discussing, recommending measures to continue improving effectiveness actively, extremely exploiting advantages and benefits when participating in international cooperation activities

Legislation

Circular 83/2002/TT- BTC on 25th September 2002 by Ministry of Finance issues Regulations on receipts, paying and fees, charges using management regime on standards, metrology and quality. The Circular is enclosed with Annex 1 on detailed testing fees for the following fields: mechanical, consumer goods, construction, electrical, environmental- chemical, organic- chemical, petroleum and gas complex, foods, micro-organic; measuring means verification fees; State inspection fees for goods quality. Annex 2 concerns fees for certificate and diploma granting.
Circular 88/2002/TT- BTC on 2nd October 2002 by Ministry of Finance issues Regulations on receipts, paying and fees, charges using management regime on Article number and Bar code granting. Vietnam and foreign organizations, enterprises must pay for Article number and Bar code granting according to Regulations of the Circular when they were guided to use and maintain using Article number and Bar code by the competent State management body or by body authorized to implement this granting.
Official document 845/TDC- THPC on August 13th 2002 by Directorate for Standards and Quality (STAMEQ) regulate the List of Vietnam Standards (TCVN) for goods conformity standards announcement.
In order to promote goods conformity standards announcement according to the Decision 2424/2000/QD- BKHCNMT on December 12th 2000 by Ministry of Science, Technology and Environment, STAMEQ revised the existing TCVN and TCVN used in this activity. The List will be adjusted, supplemented in the process of revising and building TCVN.
Decision No. 65/2002/QD-BKHCNMT on August 19th 2002 by MOSTE regulate the promulgation of "List of measuring instruments under verification and the work of verifying registration", therefore; measuring instruments used for quantifying goods, services in trade and payment; measuring instruments directly relating to safety assurance, protection of health and environment (enclosed with list) must be verified.
Organizations and individuals producing, repairing, importing and using measuring instruments under the List must register verification with competent verifying organization according to the following regulations:
? Enterprises producing, importing measuring instruments must register initially;
? Enterprises using measuring instruments must register periodically;
? Enterprises repairing measuring instruments must register unusually.
For newly produced, imported and after repaired measuring instruments that were only verified at the position of installation and operation, enterprises using measuring instruments must register verification initially or unusually with organizations able to verify this kind of instruments.
Verifying organizations are responsible for receiving and meeting requirements on verifying measuring instruments of the enterprises suitable to verifying competence that was certified or authorized. If measuring instruments exceed one's competence, verifying organization guides enterprises to register at the nearest verifying organizations that are able to verify these measuring instruments.
