Joint Communique of the 24th ASEAN Chiefs of Police Conference
Chiang Mai, Thailand, 16-20 August 2004


1.   The 24th Annual Conference of ASEAN Chiefs of Police (ASEANAPOL XXIV) was held at the Imperial Mae Ping Hotel, Chiang Mai, Thailand from August 16-20, 2004.

2.   The objectives of the Conference were to further enhance police professionalism, forge stronger regional cooperation on police work, and promote lasting friendship among police officers of ASEAN countries.

3.   The Conference was attended by delegates from Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam, which were led respectively by:

4.   Observers from ASEAN Secretariat, ICPO-INTERPOL as well as guests from Australian Federal Police and New Zealand Police also attended the Conference

5.    Police General Soontorn Saikwan, Acting Commisioner-General of Royal Thai Police delivered a welcome note before the delegates of the Conference at the 10.00 am., August 17, 2004.

6.    The Conference was subsequently declared open by the guest of Honor, H.E. Gen. Chalawit Yongchaiyudh, Deputy Prime Minister of Thailand.

7.   The following topics of interest were discussed during the conference:

7.6.             Commercial Crimes, Bank Offences and Credit Cards Fraud

7.8.             Fraudulent Travel Documents

7.9.             Transnational Fraud

7.10.          Human Trafficking

7.11.          Exchange of Personnel and Training Program

7.12.          Drafting of Joint Communique

8.    After Extensive discussions, the Conference adopted the following resolutions:

8.1.             Illicit Drug Trafficking

8.1.1.   To continue conducting exchange of information/intelligence on cross-border drug trafficking and exchange of a target list of drug syndicates operating in member countries.

8.1.2.    To distribute to member countries the updated list of contact persons to ensure speedy flow of correspondence and enquiries.

8.1.3.    To enhance the conduct of coordinated operations within respective common borders

8.1.4.    To provide assistance in apprehending warranted drug fugitives believed to be taking refuge in one country when requested by another country

8.1.5.    To immediately notify member countries of any new types of drug found in one country which is believed to be a trafficking threat to the region

8.1.6.    To seek further cooperation of the United Nations on Drugs and Crime in order to enhance capacity building and infrastructure, to control precursor chemical and combat illicit drug trafficking.

8.2.             Progress of ASEANAPOL Database System

8.2.1.    To accept sponsorship from Hewlett Packard (HP) for the servers required for e-ADS

8.2.2.    To allow the approved vendor Singapore Engineering Services (SES) to develop the e-ADS application software for the system

8.2.3.    To note that the next ADSTC meeting will be held in Indonesia

8.2.4.    To work towards the launching of the e-ADS at the ASEAN Chiefs of Police Conference in 2005

8.2.5.    To direct the ADSWG to consider and ensure non-duplication of information made available on the e-ADS with Interpol Database before the system is developed

8.2.6.    To encourage non-participating member countries to join the e-ADS projects.

8.3.             Mutual Asistance on Criminal Matters

8.3.1.    To continually encourage member countries to recommend to their respective governments to enact legislation on mutual legal assistance in criminal matters

8.3.2.    To provide comprehensive measures of mutual assistance in order to be more effective in criminal justice

8.3.3.    To encourage member countries to establish bilateral agreements to facilitate mutual assistance in criminal matters

8.4.             Terrorism

8.4.1.    To enhance the exchange of knowledge, intelligence and information on terrorist, militants, radical groups and provide target lists of terrorists operating in the region

8.4.2.   To create a list of contact agencies/ persons for sharing with other members countries to facilitate fast track cooperation

8.4.3.    To provide member countries with intelligence and information on terrorism or other criminal activities which may disrupt significant events in the region, such as the 5th ASEAM Meeting in Vietnam in October 2004, and the ASEAN Summit in Lao PDR in November 2004.

8.5.             Arms Smuggling

8.5.1.    To Encourage member countries to adopt effective arms control laws

8.5.2.    To Exchange intelligence/information among member countries

8.5.3.    To encourage member countries to conduct coordinated operation to apprehend illegal arms suppliers/traffickers

8.6.             Commercial Crimes, Bank Offences and Credit Cards Fraud

8.6.1.    To promote close cooperation among the law enforcement authorities of member countries

8.6.2.    To promote the exchange of recent information/intelligence and modus operandi

8.6.3.    To work closely with the banking and credit card industries to foster strong partnerships

8.6.4.    To enhance police officers’ knowledge and capabilities

8.6.5.    To raise and enhance public awareness as preventive measures

8.7.             Cyber Crime

8.7.1.    To develop close cooperation among member countries in exchanging knowledge, particularly on relevant laws, legal framework, and present threats

8.7.2.    To establish contact points for cooperation and coordination

8.7.3.    To explore the possibility of coordinating operation and Investigations as and when the need arises

8.8.             Fraudulent Travel Documents

8.8.1.    To share and exchange information and intelligence

8.8.2.    To enhance knowledge of the security features and means to detect fraudulent travel documents through training and expert working groups.

8.8.3.    To cooperate closely, particularly on requests for assistance and enquiries, in a timely manner

8.8.4.    To establish contact points to facilitate assistance in member countries.

8.9.             Transnational Fraud

8.9.1.    To build upon existing networks to facilitate provision of assistance

8.9.2.    To assign contact points and specific communication channels to attend to requests from other member countries in a timely manner

8.9.3.    To exchange knowledge, information and intelligence on development and trends in transnational frauds.

8.10.          Human Trafficking

8.10.1.  To harmonize and share a common concept and framework of relevant laws

8.10.2.  To support the adoption of a National Action Plan of member countries to combat human trafficking

8.10.3.  To encourage member countries to sign bilateral or multilateral agreements on combating human trafficking and on assistance for victim support

8.10.4.  To strengthen national, regional an internationals networks

8.10.5.  To maintain close cooperation on the exchange of information and intelligence

8.10.6.  To emphasize the need for strict border access control

8.10.7.  To raise public awareness

8.11.          Exchange of Personnel and Training Program

8.11.1.  To continue to inform and exchange training programs for the benefit of member countries

8.11.2.  To encourage member countries with expertise in specific areas to share their experience and expertise with others through training, visiting instructors and officer attachment programs

8.11.3.  To create a list of ASEAN police experts/instructors in specific areas as listed in the Joint Communique in order to facilitate future exchange of instructors

8.11.4.  To organize annually the Shooting Competition amongst ASEAN police officers, with the 2nd Competition to be held in Indonesia in 2005

8.11.5.  To note that the 14th Joint ASEAN Senior Police Officers Course (JASPOC) will be held in Thailand in early 2005, and the 15th JASPOC in Indonesia in late 2005

9.    The Conference agreed that the 25th ASEANAPOL Conference would be held in Indonesia in the year 2005. The host country shall determine the date and venue of the Conference. Maritime Fraud shall be included in the topics of discussion.
