ASEAN Tightens Coordination to Fight Transnational Crime

The 5th ASEAN Ministerial Meeting on Transnational Crime (5th AMMTC) held on 29 November 2005 in Ha Noi, Viet Nam, pursued tighter intra-ASEAN coordination to combat transnational crime. Measures discussed included improving information exchange through a strengthening of personal contacts among law enforcement agencies of ASEAN and establishing Police Liaison Officers in the ASEAN capitals. The Meeting also endorsed the revised Work Programme to Implement the ASEAN Plan of Action to Combat Transnational Crime.

ASEAN Holds Consultations with 4 Dialogue Partners on Transnational Crime

ASEAN held several consultations in Ha Noi with its Dialogue Partners in its continued bid to strengthen regional efforts towards combating transnational crime. At the 2nd ASEAN Plus Three Ministerial Meeting on Transnational Crime (2nd AMMTC + 3) on 30 November 2005, the Ministers agreed that ASEAN and the Plus Three countries (China, Japan and the ROK) establish legal instruments to cut off financial support for terrorism and strengthen intelligent information exchange. They also endorsed, in principle, the ASEAN Plus Three Work Plan in Combating Transnational Crime. ASEAN Ministers also held informal consultations with China on 30 November 2005 to review activities of cooperation in combating non-traditional security issues. Russian senior officials, meeting with ASEAN counterparts on 28 November 2005, proposed the establishment of four ASEAN-Russia Joint Working Groups on terrorism, illicit drug trafficking, money laundering and legal cooperation in prosecuting transnational crime. The ASEAN senior officials agreed to deliberate over this proposal further.

ASEAN and US Strengthen Ties with Enhanced Partnership
Washington DC, 17 November 2005
In a Joint Vision Statement announced at the ASEAN capitals and Washington DC on 17 November 2005, ASEAN and the US outlined details of an Enhanced Partnership that comprises political/security, economic, social and development cooperation, covering areas such as transnational crime, trade and investment, infectious diseases, science & technology, and education, among others. A Plan of Action will be developed to implement the ASEAN-US Enhanced Partnership.

ASEAN and Australia Strengthen Immigration Cooperation to Fight Transnational Crime
Siem Reap-Angkor, Cambodia, 10 November 2005
The ASEAN Directors-General of Immigration Departments and Heads of Consular Affairs Divisions of the Ministries of Foreign Affairs (ASEAN DGICM) held their first ever consultations with Australian counterparts in Siem Reap-Angkor on 10 November 2005. The officials agreed on several priorities for ASEAN-Australia cooperation, including efforts on detecting fraudulent travel documents, and strengthening immigration intelligence and information exchange. The consultation followed the 9th DGICM Meeting.
