ASEAN to Pursue Greater Engagement with the Private Sector on S&T Cooperation
Kuantan, Malaysia, 28 August 2006

Meeting at their informal ASEAN Ministerial Meeting on Science and Technology (AMMST) on 28 August 2006 in Kuantan, Malaysia, the ASEAN S&T Ministers have called for greater private sector participation in ASEAN S&T activities. To this end, they have tasked the ASEAN Committee on S&T (ASEAN-COST) to find innovative ways to better engage the private sector.  In addition, the Ministers have agreed to organise a side event for the ASEAN private sector at the next AMMST.

At the meeting, the Ministers also approved the final draft of the ASEAN Plan of Action on Science and Technology (APAST) for the period 2007 and 2011.  Over the period, the ASEAN-COST will be pursuing four flagship programmes in environment and disaster management; new and renewable energy; open source software system; and food safety and security.

Alongside the informal AMMST, the Ministers met with their counterparts from the Plus Three countries (China, Japan and the Republic of Korea), India, Australia and New Zealand.

Malaysian PM Badawi opens the 38th ASEAN Economic Ministers Meeting

Malaysian Prime Minister Dato’ Seri Abdullah Ahmad Badawi opened the 38th ASEAN Economic Ministers Meeting in Kuala Lumpur on 22 August 2006, reiterating ASEAN’s decision to accelerate the creation of an ASEAN single economic community by 2015 - five years ahead of the schedule. He said ASEAN must maintain this commitment to avoid losing its position as an important foreign investment destination.

As part of the effort in realising the goal, PM Badawi has called ASEAN to strengthen its cooperative investment strategy to attract investment from within ASEAN and outside the region. He also stressed the importance of each ASEAN Member Countries in harmonising domestic trade laws to facilitate regional liberalisation.

New Deputy Secretary-General for Functional Cooperation
Assumes Post at the ASEAN Secretariat
Jakarta, 9 August 2006

Dr. SOEUNG Rathchavy assumed post as the new Deputy Secretary-General for Functional Cooperation on 9 August 2006. An experienced diplomat and academic, Dr. Rathchavy has spent almost ten years in the Foreign Service of Cambodia and has also taught at the Royal Academy and the Royal School of Administration of Cambodia. Her previous position before coming to the ASEAN Secretariat was Director-General of the General Department of ASEAN, Ministry of Foreign Affairs and International Cooperation of Cambodia. Dr. Rathchavy received a Ph.D in Political Science from the Moscow State Institute of International Relations (University) of the Ministry of Foreign Affairs of the Russian Federation. Dr. Rathchavy also speaks Russian, Spanish and French. She is married with two children.
