The Fifth ASEAN and Japan Transport Ministers Meeting

JOINT MINISTERIAL STATEMENT

1. The Transport Ministers of ASEAN and Japan met for the Fifth ASEAN and Japan Transport Ministers Meeting (ATM+Japan) in Singapore on 2 November 2007. H.E. Mr. Raymond Lim, Minister for Transport and Second Minister for Foreign Affairs of Singapore chaired the Meeting with H.E. Mr. Kosuke Shibata, Vice-Minister for International Affairs, Ministry of Land, Infrastructure and Transport of Japan as Co-Chairperson.

2. The Ministers were pleased to note the remarkable progress in the implementation of the 21 joint projects under the ASEAN-Japan Transport Partnership (AJTP). The Ministers welcomed the work plans of these AJTP projects to sustain the continued build up of human and institutional capacities in such key areas as transport logistics, transport safety and transport security.

3. The Ministers endorsed two important capacity building initiatives, first, the ASEAN-Japan Regional Road Map for Aviation Security (RRMAS) and second, the Guideline for ASEAN-Japan Transport Logistics Capacity Building (A-J TLCB). The RRMAS sets a collaborative framework to further enhance aviation security through improvement plans and support activities for their implementation, as a follow up to the ASEAN-Japan Ministerial Declaration on Transport Security adopted at the Fourth ATM+Japan in Bangkok in February 2007. The Guideline for A-J TLCB sets the common procedures and requirements for a sustainable training program for ASEAN logistics professionals in both public and private sectors. The Guideline for A-J TLCB is expected to contribute to ASEAN’s efforts in upgrading skills in the logistics services sector.

4. The Ministers welcomed the work on the Assessment of the AJTP named “Okayama Process”, under which the 21 projects will be reviewed to enhance the relevance and the effectiveness of the AJTP, taking into consideration the advancing regional economic integration and the emerging global issues. The Ministers will consider the outcome and recommendations of the assessment work at the Sixth ATM+Japan in the Philippines in 2008.

5. The ASEAN Ministers welcomed Japan’s initiative to hold the Ministerial Conference on Global Environment and Energy in Transport in October 2008 and thanked Japan for the invitation to the Conference. The Conference aims to strengthen the international policy dialogue and cooperation for improving energy efficiency, reducing CO2 emissions and air pollution in the transport sector.

6. The Sixth ATM + Japan Meeting will be held in the Philippines in November 2008.
