Joint Press Statement – Informal ASEAN Ministerial Meeting on Transnational Crime Plus China Consultation
Bandar Seri Begawan, 7 November 2007



1. The Ministers of ASEAN Member Countries and China responsible for cooperation in combating transnational crime convened an Informal ASEAN Ministerial Meeting on Transnational Crime (AMMTC) Plus China Consultation in Bandar Seri Begawan, Brunei Darussalam on 7 November 2007. 

2. The Ministers noted with satisfaction the various capacity building activities in the area of law enforcement that have been implemented under the Annual Work Plans developed since 2004 under the ASEAN-China Memorandum of Understanding (MoU) in the Field of Non-Traditional Security Issues.

3. The Ministers further agreed that with the emerging challenges and increasing scope of transnational crime cooperation, there is a need to review and revise the MoU accordingly. In view of this, the Ministers agreed that the MoU be extended for a period of one year in its current form at the end of its effective date in January 2009 and that the extension period be used for consultations among ASEAN Member Countries and China on possible revisions to the MoU. The Ministers tasked the Senior Officials to table the revised MoU for their consideration at the 7th AMMTC in 2009.

4. The Ministers noted China’s request for institutionalising the ASEAN + China Consultation and tasked the SOMTC + China Consultation to study the proposal further and make recommendations for the consideration of the Ministers.

5. The Ministers sincerely thanked the Government and the people of Brunei Darussalam for their warm and generous hospitality and the excellent arrangements made for the Consultation. They also thanked the ASEAN Secretariat for their invaluable assistance.
