ASEAN Declaration To Eradicate Foot And Mouth Disease
Jakarta, 13 August 1981



WE, the undersigned, attending the Third Meeting of the ASEAN Economic Ministers on Agriculture and Forestry in Jakarta, Indonesia, on 12-14 August 1981 upon the invitation of His Excellency, Soedarsono Hadisapoetro. Minister of Agriculture of the Republic of Indonesia;

RECALLING the Declaration of ASEAN Concord signed in Bali, Indonesia, on 24 February 1976, which provides that ASEAN Member Countries hall take cooperative action in their national and regional development progammes;

REALIZING the harmful effects of Foot and Mouth Disease on livestock production and marketing in the ASEAN region,

DO HEREBY DECLARE:

1. The following areas within ASEAN have been traditionally free from Foot and Mouth Disease,:
        a. Singapore
        b. Easter, parts of Indonesia
        c. Sabah and Sarawak In Malaysia
        d. Western and Northern, Mindanao in the Philippines;

2. ASEAN's determination to eradicate Foot and Mouth Disease from the -hole ASEAN region through a joint programme of control and eradication, Including the possible production of vaccine, to be drawn up and implemented by COFAF,

3. That ASEAN shall accord priority to the development of these areas into Foot and Mouth Disease Free Zones:
        a. Peninsular Malaysia
        b. The islands of Nogros, Panay, Palawan in the Philippines
        c. Southern Thailand from 6o-11oN;

4. That the existing Foot ad Mouth Disease control and eradication programmes of the Member Countries shall no, be coordinated by this joint programme and shall be intensified order to implement this Declaration and thus accelerate the Development of the region into a Foot and Mouth Disease Free Zone.

DONE at Jakarta, Indonesia on Thirteenth of August, One Thousand Nine Hundred and Eighty-One.
