LIST OF SECTORS IN WHICH LICENSING OF INVESTMENT IS CONDITIONAL

 

1. Investment in the form of a joint venture enterprise or a business co-operation contract:

  • Construction and operation of international telecommunications networks and local telecommunications networks (under a business co-operation contract only);

  • Exploitation and processing of oil and gas and precious and rare resources;

  • Construction and operation of infrastructure facilities of industrial zones, export processing zones and high-tech zones;

  • Construction business;

  • Air, railway and sea transportation; public passenger transportation; construction of sea ports and airports (BOT, BTO and BT projects shall be subject to separate regulations);

  • Production of cement, steel and iron;

  • Production of industrial explosives;

  • Afforestation and planting of perennial industrial crops;

  • Travel tourism;

  • Culture, sport and entertainment.

 

2. Investment projects which are required to export at least 80% of products:

Industrial products the requirements for which are satisfied by domestic production in terms of quantity and quality shall be published by the Ministry of Planning and Investment from time to time.

 

3. Investment projects which must be in conjunction with development of raw material sources:

  • Dairy production and processing;

  • Production of vegetable oil and cane sugar;

  • Processing of wood.

 

LIST OF INDUSTRIAL PRODUCTS THAT MUST BE EXPORTED AT LEAST 80%

  1. 2-wheeled motorised bicycles.

  2. Tourism cars and trucks of less than 10 tons.

  3. Production of irrigation water pumps those are less than 30,000 m3/h, domestic water pumps those are less than 540m3/h.

  4. Production of medium and low voltage electric cables.

  5. Production of common use telecommunication cables

  6. Sea transportation vessels of less than 30,000 tons, fishing ships of less than 1000cv, river-goiing ships, canoes, barges (applicable to 100% foreign-invested projects).

  7. Production of audio-video products

  8. Pr-shaped aluminium products.

  9. Production of common use steel for building (F < 40mm)

  10. Production of facing tiles and sanitary ceramics.

  11. Production of NPK fertiliser.

  12. Production of detergents.

  13. Production of common use paints and building paints.

  14. Production of accu/batteries (lead and acid).

  15. Production of PVC plastics.

  16. Tyres for bicycles and motorbikes.

  17. production of Soda (NaOH) and accid H2SO4, HCL).

  18. Electric fans of all kinds.

  19. Bicycles and spare parts.

  20. Production of various less than 35 kV transformers.

  21. Diesel engines of less than 15cv

  22. Garments

  23. Footwear.

  24. Production of common use plastic products.
