1. Projects for export of 100% of products;

2. Projects for production of new breeds or cross-breeds of high quality and international standard and high economic efficiency;

3. Projects for processing of agricultural, forestry and aquatic products for export from domestic material sources creating high added value and employing a high number of labourers;

4. Projects included in the list of projects where investment is encouraged to be located in areas where investment is encouraged;

5. Projects for production of new or rare and precious materials; projects for application of new biological technology; electronic technology; new technology for manufacturing communications and elecommunications equipment; and informatics technology;

6. Export processing enterprises and high-tech industrial enterprises in industrial zones, export processing zones and high-tech zones;

7. Projects for treatment of environmental pollution and protection and treatment and processing of waste;

8. Investment projects under BOT, BTO and BT contracts.

1. Agricultural, forestry and fishery sectors:

   • Processing of agricultural, forestry and aquatic products for export;

   • Technology of preservation of food; preservation of post-harvest agricultural products; and application of biotechnology and biological measures in agriculture, forestry and fishery;

   • Production of materials for insecticides which are of high effectiveness and safe for human beings, domestic animals and the environment;

   • Manufacture of equipment, spare parts and agricultural machinery;

   • Projects employing a high number of labourers, effectively utilizing natural resources available in Vietnam.

2. Industrial sectors:

   • Exploration, exploitation and downstream processing of minerals;

   • Development of petrochemical industry;

   • Production of high-quality steel, alloys, non-ferrous metals, special metals, billet and sponge iron for industries;

   • Manufacture of machine tools for metal machining;

   • Manufacture of spare parts for automobiles and motorbikes; manufacture and assembly of equipment, vehicles and machinery for construction;

   • Manufacture of diesel engines with advanced technique and technology; manufacture of machinery and spare parts for engines and hydraulics and compressing machines;

   • Building of ships; and manufacture of equipment and spare parts for cargo ships and fishing boats;

   • Manufacture of equipment and component packs for oil and gas exploitation and energy mines; manufacture of large-size lifting equipment;

   • Manufacture of precision mechanical equipment; and jig and dies manufacturing;

   • Manufacture of equipment for treatment of waste water;

   • Manufacture of electrical middle and high voltage devices;

   • Production of basic chemicals, pure chemicals, dyes and specialized chemicals;

   • Production of special cement, composite materials, sound-insulating materials, electrical-insulating materials, heat-insulating materials and wood-substitute synthetic materials;

   • Production of silk, fibres of various kinds, textile products for export, and special fabrics used in industry;

   • Production of high quality materials for production of footwear and garments for export;

   • Production of high quality packages for exports;

   • Production of materials for medicines;

   • Production of medicines meeting GMP international standards; and production of new pharmaceutical products by biotechnology.
