297. The 10th ASEAN-New Zealand dialogue in Wellington in May 1990 defined the current shape and content of relations between the two parties. Both sides agreed that relations should be based on two principal cooperation programmes: the Inter-Institutional Linkages Programme (IILP) and the Trade and Investment Promotion Programme (TIPP).
298. The five-year programme IILP of 1990-1994 terminated in December 1995, after a year’s extension. The regional projects were undertaken under the IILP, are found in Table 20.
299. At the 3rd ASEAN-New Zealand Joint Management Committee (ANZJMC) Meeting held in Wellington in November 1995, ASEAN and New Zealand agreed that cooperation in science and technology would-be in the areas of materials science and biotechnology. ASEAN COST suggested the inclusion of studies on the use of stainless steel in the Corrosion Prevention in Infrastructure and Equipment under the Materials Science Project. Such a project would bring about benefits such as reduced maintenance costs and longer lifespan for infrastructure (see Table 20).
300. New Zealand also expressed interest in the Eco-Tourism Project Proposed by the ASEAN National Tourism Organisations Ad Hoc Meeting in Davao City, Philippines in September 1995. The project involves a cooperative study of New Zealand’s experience in the field of eco-tourism and conservation which could be used as a model for the development of eco-tourism in the ASEAN region. The project would help provide ASEAN Countries with a systematic approach in managing its ecological resources while marketing them as tourist attractions
301. Growing ASEAN-New Zealand Cooperation is also manifest in the Natural Gas Utilization in Transport (NGUT) Programme which commenced in July 1993.
302. The 3rd Meeting of the Project Management Committee (PMC) held in Genting Highlands Malaysia on 28-29 March 1995, discussed the progress of NGUT’s activity for Phase 2: Year 2 (1 July 1994 - 30 June 1995). At the 3rd JMC, ASEAN informed New Zealand that the programme addresses definite needs in the region in terms of improvement of air quality in major cities. In addition, the Natural Gas Vehicle (NGV) feasibility studies have been completed in the Philippines and Singapore and preparations for preliminary demonstrations are underway. New Zealand has increased budgetary allocations for the programme to cover Vietnam’s participation in the project to NZ$410,000 for 1995/96; NZ$ 420,000 for 1996/97; and NZ$240,000 for 1997/98.
303. In accordance with the decision of the 28th ASEAN Ministers Meeting, Vietnam replaced the Philippines as Country Coordinator for ASEAN’s dialogue with New Zealand.
