ASEAN Foreign Ministers Hold Discussions with
Dialogue Partners

With the 40th ASEAN Ministerial Meeting (AMM)
successfully concluded, the ASEAN Foreign Ministers have turned
their attention to strengthening ASEAN Plus Three cooperation (with
China, Japan and the Republic of Korea) and deepening ASEAN’s
relations with Australia, Canada, the EU, New Zealand, the Russian
Federation, and the United States of America. Meetings are being
held over 31 July and 1 August 2007 in Manila.

ASEAN Moves Forward on Charter and Community
Building

The 40th ASEAN Ministerial Meeting in Manila
concluded in the late afternoon of 30 July 2007 with ASEAN moving
closer to having its own Charter. The Foreign Ministers considered
the first draft of the ASEAN Charter
presented by the High Level Task Force on the Drafting of the ASEAN
Charter (HLTF) and provided the drafters with further guidance to
enable them to finalise the Charter in time for the 13th ASEAN
Summit in November 2007 in Singapore.
The ASEAN Foreign Ministers also addressed a
range of issues pertaining to ASEAN's community-building efforts. Of
note, they agreed to establish a Committee on the Implementation of
the ASEAN Declaration on the Protection and Promotion of the Rights
of Migrant Workers, strengthen emergency consular assistance among
ASEAN nationals in third countries and designate
ASEAN Day, which falls on 8 August, as a special day in
all Member Countries.
The Ministers also engaged in an exchange of
views on a wide range of regional and international issues.

Philippines President Gloria Macapagal-Arroyo Opens the 40th
ASEAN Ministerial Meeting

Philippines President Gloria Macapagal-Arroyo opened the 40th
ASEAN Ministerial Meeting at the Philippine International Convention
Center (PICC), on Monday, 30 July 2007, reiterating ASEAN’s
commitment to accelerate the creation of the ASEAN Community by
2015.

40th ASEAN Ministerial Meeting to take
place in
Manila, the Philippines, 30 July-2 August 2007
Foreign Ministers from the ten ASEAN Member
Countries will meet at the 40th ASEAN Ministerial Meeting (AMM) and
related annual meetings from 30 July to 2 August 2007 in Manila, in
the Republic of the Philippines.
The meetings will be opened by the President of
the Philippines, Gloria Macapagal Arroyo at the Philippines
International Convention Center on Monday, 30 July. The Ministers
will discuss areas of cooperation in ASEAN Countries, including the
progress on the Drafting of the ASEAN Charter by the High Level Task
Force (HLTF).
Following the 40th AMM, the ASEAN Foreign
Ministers are to meet with their counterparts from Dialogue Partner
countries for the Post Ministerial Conferences and the 14th ASEAN
Regional Forum (ARF).
A Joint Communique of the 40th AMM is expected to
be released at the end of the meeting.
