ASEAN Moves Forward on Charter and Community Building

The 40th ASEAN Ministerial Meeting in Manila concluded in the late afternoon of 30 July 2007 with ASEAN moving closer to having its own Charter. The Foreign Ministers considered the first draft of the ASEAN Charter  presented by the High Level Task Force on the Drafting of the ASEAN Charter (HLTF) and provided the drafters with further guidance to enable them to finalise the Charter in time for the 13th ASEAN Summit in November 2007 in Singapore.

The ASEAN Foreign Ministers also addressed a range of issues pertaining to ASEAN's community-building efforts. Of note, they agreed to establish a Committee on the Implementation of the ASEAN Declaration on the Protection and Promotion of the Rights of Migrant Workers, strengthen emergency consular assistance among ASEAN nationals in third countries and designate ASEAN Day, which falls on 8 August, as a special day in all Member Countries.

The Ministers also engaged in an exchange of views on a wide range of regional and international issues.
