Background and Terms of Reference for National Consultants

 

The ASEAN Secretariat has signed a memorandum of understanding with the Asian Development Bank (ADB) which provides for an overall framework of cooperation in support of regional cooperation and integration and calls, in part, for ADB to enhance the ASEAN Secretariat’s institutional capacity. This includes strengthening the Bureau for Economic Integration and Finance (BEIF) of the ASEAN Secretariat.

 

Two national consultants are required to support full-time consultants based at the ASEAN Secretariat. One national consultant will be assigned to the Finance and Macroeconomic Surveillance Unit to assist the Macroeconomist, and the other assigned to the Office of the Principal Director to assist the Trade Economist.

 

The national consultant (research assistant/economic analysts) is a specialist staff providing technical and administrative support for the coordination and implementation of activities in the area of finance cooperation. He/she is also required to organize and facilitate in-house seminars, workshops, and meetings; manage projects; provide research assistance; facilitate missions of ADB staff to the ASEAN Secretariat and perform other functions as required.

 

Candidates should have a graduate-level background in macroeconomics or international finance with good knowledge of current developments in ASEAN economic integration, with a minimum of three years’ experience in macroeconomics and/or financial policy research, in government, academic or international organization. Good quantitative and communication skills are added advantage. Other required qualities include:

  • Competency in written and spoken English;

  • Computer literacy and proficiency in the use of Microsoft Office tools;

  • Ability to multi-task and work under pressure; and

  • Ability to work in a multi-cultural and multi-disciplinary environment;

The above post shall be for a total of 12 person-months, with possibility for extension of one year. Candidates will be engaged by ADB on an individual basis and in accordance with its Guidelines on the Use of Consultants (2006, as amended from time to time).
