The ASEAN Centre for Biodiversity (ACB) is a newly established intergovernmental organization aiming to become a center for coordinating the regional effort towards sustainable management of biodiversity resources in the ASEAN region. Maximizing the long-standing partnership between and among the ASEAN Member Countries (AMCs), countries outside the region and other stakeholders on biodiversity issues and initiatives, the ACB endeavors to become a vital institution that will strategically advance the biodiversity conservation and management agenda in the region. Lending critical support to the operations of ACB are the European Union (EU) and the ASEAN Member Countries.

 

 

Responsibilities

 

ACB is seeking a dynamic, innovative and committed candidate to become its Head, Finance and Administration based at the ACB Headquarters located in the Los Baņos, Laguna Philippines. Under the authority of the Governing Board and directly supervised by the Executive Director, the Head, Finance and Administration shall be responsible for the following:

  1. Provide support, reports and information needed by the technical units to implement their programs and pursue the operations of the Centre.

  2.  

  3. Supervise and direct the Centre’s day-to-day financial operations:

    1. Setting-up and operate its financial systems; track expenditure of funds in accordance with any specific donor and/or project requirements.

    2. Ensure proper and effective implementation of financial control; account for the Centre’s funds and assets; monitor the overall availability of funds in all accounts; and

    3. Keep the Executive Director informed of the financial position of the Centre at all times; preparation of budget and variance analysis for the Fund, financial reports and other external reporting requirements;

     

  4. Perform the Centre’s operations and administration:

    1. Management of personnel, logistics, human resources aspects and ensure their proper interpretation and implementation;

    2. Strategic management and administration of the Centre’s premises, ensure sufficient supplies and inventory of the Centre’s property; and

    3. Ensure that the service and product procurement guidelines and contracts are followed.

     

  5. Supervise the Finance and Administration Unit staff;

  7. All tasks assigned by the Executive Director and as mandated by the Operations Manual.

 

Competency

 

The applicant should have a strong sense of responsibility; have full financial management qualification; have demonstrated skills for analyzing administrative and financial issues and thereafter plan and implement strategies; possesses a working style that is inclusive, participatory and collaborative; should be articulate, with above average writing and speaking skills. Trustworthy, resourceful, proactive, respectful and will closely adhere to rules and procedures of the organization.

 

Knowledge and understanding of biodiversity management and environmental issues is a major consideration. As the Centre has a multicultural environment, the candidate should have the ability to adjust to the varying cultures of ASEAN and incorporate social sensitivities and gender perspectives in his/her working ethos. Qualifications

 

Nationality – National of any ASEAN Member Country    

     

Education – Advanced university degree (Master’s degree or equivalent) in Business Administration, Finance, Management, Public Administration, Industrial/Management Engineering or any related course.

 

Work Experience – At least 10 years of relevant and progressively responsible experience in logistical, financial, administrative and human resources aspects of an international organization as well as experience in working with governments, stakeholders and various interests groups; and with NO PAST or PENDING criminal or civil cases.

 

Language – prospective candidates must have good command of English, which is the working language of the Centre. Proficiency in languages used in the ASEAN is an advantage.

 

Others – Proficiency in computer applications used in communications and management as well as the use of the Internet.
