CALL for WEBSITE DEVELOPMENT PROPOSAL

ASEAN Plus Three EID Programme

 

 

The ASEAN Plus Three Emerging Infectious Diseases (EID) Programme is a three-year programme (January 2007-December 2009) managed by the ASEAN Secretariat and funded by AusAID. The Programme involves ten ASEAN Member Countries: Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand and Viet Nam, as well as the “Plus Three Countries”: China, Japan and the Republic of Korea.

 

The ASEAN Secretariat, through the EID Programme, and in cooperation with the Indonesia Ministry of Health, requires the services of a website developer to design, develop, implement, manage and maintain a dynamic and interactive website to facilitate communication and information sharing on emerging infectious diseases among the ASEAN Plus Three Countries.

 

 

SERVICES REQUIRED

 

The Service Provider will be required to, inter alia,

 

1.       Meet with the Contracting Party (ASEAN Secretariat through the ASEAN Plus Three EID Programme and the Indonesia Ministry of Health) to:

  • Level off on the Terms of Reference and establish the brand values and image that the Contracting Party wants to project

  • Explore content ideas and limitations

  • Agree on maximizing the available resources of the current website

2.       Develop a coherent content, technical and marketing plan for the website

 

3.       Prepare a draft design of the website, written and visual, for the approval of the Contracting Party, ensuring that the agreements are met and standards of the Indonesia Information Technology Office and the ASEAN Secretariat are met

 

4.       Set up a prototype website and review the prototype with stakeholders (especially the Focal Points for Communication and Information Sharing) to get feedback and ensure satisfaction with the end result

 

5.       Establish and maintain the website for a certain period of time once it is completed by updating content, refining features and demonstrating innovativeness

 

6.       Conduct a training on website management and maintenance for the IT staff of Indonesia Ministry of Health as part on handover of tasks

 

7.       Collect relevant web statistics on number of visits and upload by Countries, location  of visitors and pages visited

 

 

QUALIFICATION AND EXPERIENCE

  • Industry-approved certification in web technology, web design, web administration or web management

  • At least 3-5 years hands-on experience in web design and managing an interactive website (including WLAN)

  • Demonstrable technical proficiency on internet trends, technology and tools

SKILLS/COMPETENCIES REQUIRED

  • Ability to produce a highly impressive, creative web design in a timely manner, as evidenced by a portfolio of sites developed

  • Proficiency with DreamWeaver MX Suite, Adobe Photoshop, CSS-P, CSS 2.0 and Coldfusion

  • Ability in and working knowledge of PHP and Flash MX

  • Advanced web development skills using tools including JavaScript, VBScript, HTML, Macromedia Dream Weaver MX

  • Expert knowledge of Microsoft Desktop Productivity Suite applications, including WORD, EXCEL and Powerpoint

  • Proficiency in the use of web protocols, Windows NT for servers and relational database technologies

  • Working knowledge of security concepts and technologies  as well as network protocols including TCP/IP and DNS

 

 

PERSONAL ATTRIBUTES

  • A working understanding of the issues related to emerging infectious diseases and health

  • An appreciation of the goals and responsibilities of a web-based communication and information sharing platform

  • Sensitivity to the confidentiality of information shared in the restricted sections of the website

  • Detail-oriented with the ability to work effectively without supervision and to take responsibility for end-to-end delivery to the client

  • Strong content focus and a dedication to superior service

 

 

DURATION AND CONDITIONS OF THE SERVICE

  • It is estimated that the services will be provided over a period of six months, from January – June 2008.

  • The Service Provider will be expected to utilize his/her own facilities wherever possible in the development and maintenance activities

  • The Service Provider will report to the Indonesia Ministry of Health and the ASEAN Secretariat (Programme Facilitation Section) and will attend meetings as required to obtain content and be advised of new developments

 

 

EXPECTED OUTPUTS

  • A website development, maintenance and sustainability plan within 2 weeks of signing of the contract

  • A prototype website within 1 month

  • Website ready for soft launch within 2 months

  • Functional website in 2 months

  • Content updated regularly to reflect progress on the uploading of information

  • Monthly report and a final report at the end of the assignment outlining recommendations for continuation and sustainability

  • Original source script/code of the website (for turnover to the Indonesia Ministry of Health and the ASEAN Secretariat (Programme Facilitation Section)

  • Final documentations of the website

  • Training modules for the web administrators

Application is open to any ASEAN individual or consulting company with proven track record in website development and management.
