THE ASEAN SECRETARIAT INVITES MOTIVATED ASEAN NATIONALS RESIDING IN INDONESIA FOR THE FOLLOWING PROJECT POST IN JAKARTA

 

TA 6393: Technical Assistance for Strengthening Capacity of the ASEAN Secretariat on Regional Economic integration and Policy Dialogue

 

Terms of Reference for Local Consultant

 

Data Analyst

 

Qualifications:

 

  1. A degree in Economics, Business/Management, Statistics, Information Management, and related courses;

  2. Adequate knowledge and understanding of international trade and investment;

  3. At least two (2) years experience involving economic research and data collection, compilation and analysis;

  4. At least one (1) year experience in website/database development and management, with working knowledge of database/web development software and good command of electronic worksheets (preferably Excel) and text editors;

  5. Good communication skills in English (spoken and written); and

  6. Good coordination and interpersonal communication skills.

 

Broad and specific responsibilities:

 

Under the supervision of staffs from ADB and ASEAN Secretariat, the data analyst will:

 

1.       Gather all data and information materials needed in the building of the ASEAN economic integration website, and develop the corresponding metadata;

  1. Collect all agreements, reports and related materials on ASEAN economic integration and cooperation, including FTAs, rules of origin, tariff reduction schemes, etc.;

  2. Collect all data/information on tariff rates and non-tariff measures in ASEAN;

  3. Research and gather data/information on product and industry classifications;

  4. Compile results/reports of research studies dealing with or related to ASEAN economic integration & development;

  5. Gather information from other relevant references as may be identified/required by ASEC;

 

2.       Undertake processing of all information materials to generate data items needed for the website and in the database build up:

  1. Generate and compile from information materials data items needed in populating the website and in building up the databases;

  2. Produce an archive of all data/information generated;

 

3.       Assist in the conceptualization and development of the website and databases (preparatory stage):

  1. Populate website and/or migrate data onto website/databases;

  2. Assist the ASEC team in website/database design and content development;

  3. Assist the ADB lead consultants in the preparation of data and other inputs in accordance with the technical specifications and requirements;

  4. Assist in the development of system administration and user manuals and training materials;

 

4.       Assist in project coordination and monitoring of outputs, and in the preparation of progress reports:

  1. Assist in convening and servicing meetings of the ASEC implementing team;

  2. Assist in coordinating with desk officers on project-related matters;

  3. Assist in process documentation and preparation of periodic progress reports as may be required by ASEC and ADB; and

 

5.       Perform other tasks directly related to the development of the ASEC website as may be assigned by ASEC.

 

The above post shall be for a total of 4 person-months. Candidate will be engaged by ADB on an individual basis.
