The ASEAN Centre for
Biodiversity (ACB) is a newly established intergovernmental
organization aiming to become a center for coordinating the regional
effort towards sustainable management of biodiversity resources in
the ASEAN region. Maximizing the long-standing partnership between
and among the ASEAN Member Countries (AMCs), countries outside the
region and other stakeholders on biodiversity issues and
initiatives, the ACB endeavors to become a major institution that
will strategically advance the biodiversity conservation and
management agenda in the region. Lending critical support to the
operations of ACB are the European Union (EU) and the ASEAN Member
Countries.
Responsibilities
ACB is seeking a
dynamic, innovative and committed candidate to become its Policy
and Programme Development Specialist based at the ACB
Headquarters located in the Los Baños, Laguna Philippines. Under the
authority of the Governing Board and directly supervised by the
Director of the Programme Development and Implementation, the Policy
and Programme Development Specialist shall be responsible for the
following:

Design and conduct
special studies to determine policy and program needs on
biodiversity management of ACB and AMCs and recommend appropriate
action plans;

Prepare policy
papers and develop programs/projects on biodiversity management
for ACB and AMCs, consistent with the national and regional goals,
i.e. Vientiane Action Plan;

Monitor and assess
socio-economic, political, financial, operational, organizational
and environmental impacts of programs to be developed as well as
those being implemented by ACB and AMCs on biodiversity
management;

Analyze on-going
ACB programs and recommend modifications of policies and
procedures to enhance programs;

Prepare project and
program proposals to mobilize resources for ACB and AMCs; and
-
Undertake any other
function directly related to the efficient execution of ACB as
directed.
Competency
The applicant should
have a strong sense of responsibility; have a demonstrated ability
to analyze issues and thereafter plan and implement programs and
strategies; possesses a working style that is inclusive,
participatory and collaborative; should be articulate and has
exceptional writing and speaking skills. Knowledge and understanding
of biodiversity management and environmental issues is a major
consideration. As the Centre has a multicultural environment, the
candidate should have the ability to adjust to the varying cultures
of ASEAN and incorporate social sensitivities and gender
perspectives in his/her working ethos. The Centre is an equal

Qualifications
Nationality –
National of any ASEAN Member Country
Education – Advanced
university degree (Master’s degree or equivalent) in Public Policy,
Public Administration, Environment or Natural Resources
Management/Science, or any related course.
Work Experience – At
least 5 years of relevant and progressively responsible experience
in developing policies and programs, managing programs and projects,
writing proposals, plans and policy papers as well as experience in
working with governments, stakeholders and various interests groups;
Language –
prospective candidates must have good command of English, which is
the working language of the Centre. Proficiency in languages used in
ASEAN is an advantage.
Others – Proficiency
in computer applications used in communications and project
management as well as the use of the Internet.
