The ASEAN Centre for Biodiversity (ACB) is a newly established intergovernmental organization aiming to become a center for coordinating the regional effort towards sustainable management of biodiversity resources in the ASEAN region. Maximizing the long-standing partnership between and among the ASEAN Member Countries (AMCs), countries outside the region and other stakeholders on biodiversity issues and initiatives, the ACB endeavors to become a major institution that will strategically advance the biodiversity conservation and management agenda in the region. Lending critical support to the operations of ACB are the European Union (EU) and the ASEAN Member Countries.

Responsibilities

ACB is seeking a dynamic, innovative and committed candidate to become its Information Specialist based at the ACB Headquarters located in the Los Baños, Laguna Philippines. Directly supervised by the Director of Biodiversity Information Management, the Information Specialist shall be responsible for the following:

  1. Assists in the maintenance and enhancement of ACB databases and applications, including assurance of content update and validation;

  2. Assists in the preparation of BIM statistical reports, regional analysis maps and early warning system design;

  3. Undertakes research, data collection and analyses to support ACB's policy and strategy-related work program (e.g. multilateral environment agreements and information and reporting needs; information and knowledge-based policy support to decision- and policy-makers);

  4. Undertakes research and support activities relating to internal and external data and information and reporting standards; clearing-house mechanism, and global and regional approaches to information and reporting standardization and harmonization;

  5. Participates in innovative inter-agency linkaging and partnerships and data sharing networks with ASEAN and global data holders and data users; knowledge-sharing and dissemination solutions to promote the use of ACB databases; web content client targeting; and other general information and knowledge sharing and dissemination mechanisms;

  6. Assists in designing and implementing ACB capacity building initiatives. Provides support in training and development activities on biodiversity information management in the ASEAN region and ACB;

  7. Assists in the preparation of inputs and coordination of various reports, briefing notes, technical reports and presentation materials on ACB's research, technical and operational concerns; and

  8. Perform other tasks as designated by the Director of Biodiversity Information Management.

Competency

The applicant should have an advance knowledge of using information management to improve business processes, analyze and articulate information management requirements of complex situations that require multiple stakeholders; have demonstrated problem-solving skills and strong analytical skills, systemic and logical thinking. He/she should be able to set clear goals against the organizational goals; be able to adjust priorities as the need arises and uses time efficiently; must be able to provide oversight to assigned tasks, supports peers, and is both results- and client-oriented; has a keen sense of integrity, reliability, and urgency in the day-to-day performance of duties. He/she should have excellent communication skills with a demonstrated capacity for report writing and preparing technical IT documentation and ability to convey complex information management and knowledge management concepts. He/she must have a demonstrated history of keeping abreast of new developments in the field plus a commitment to continuous learning.

As the Centre has a multicultural environment, the candidate should have the ability to adjust to the varying cultures of ASEAN and incorporate social sensitivities and gender perspectives in his/her working ethos. Qualifications

Nationality – prospective candidates must be a national of any ASEAN Country,

Education – Advanced university degree (Master’s degree or equivalent) in development communications, information management, information science, environment science and other related disciplines.

Work Experience – At least 5 years of experience in work programming and programme/project administration, and social network and partnership development and support; has knowledge of designing and implementing databases systems and programming applications particularly using natural resources data and information for decision-support;

Computer Proficiency: knowledge of word processing, statistical analysis, presentation and graphics, project management and other computer software; Knowledge of web content management an advantage

Language – English is the working language of the Centre. For this post, exceptional communication skills both spoken and written English, and be fully functional in one or more of the main ASEAN languages.
