The ASEAN Centre for Biodiversity (ACB) is a newly established intergovernmental organization aiming to become a center for coordinating the regional effort towards sustainable management of biodiversity resources in the ASEAN region. Maximizing the long-standing partnership between and among the ASEAN Member Countries (AMCs), countries outside the region and other stakeholders on biodiversity issues and initiatives, the ACB endeavors to become a major institution that will strategically advance the biodiversity conservation and management agenda in the region. Lending critical support to the operations of ACB are the European Union (EU) and the ASEAN Member Countries.

Responsibilities

ACB is seeking a dynamic, innovative and committed candidate to become its Partnership and Resource Mobilization Specialist based at the ACB Headquarters located in the Los Baños, Laguna Philippines. Directly supervised by the Director of Networking, Partnership and Resource Mobilization, the Partnership and Resource Mobilization Specialist shall be responsible for the following:

  1. Develop proposals, strategize actions and implement ACB’s partnership building and resource mobilization activities;

  2. Foster relations with existing and potential partners in the private and public sectors to maintain ACB’s external working relations and to leverage resources for the programmes and projects of ACB and AMCs;

  3. Maintain partners and donors database as well as keep track of and analyze partnership and resource mobilization trends to develop prospects and recognize opportunities for the Centre;

  4. Generate funds and resources for the Centre’s operations and endowment fund (ASEAN Biodiversity Fund) and assist in the establishment and maintenance of sustainable financing mechanisms; and

  5. Assist the Director, Networking, Partnership and Resource Mobilization and the Executive Director and undertake any other function directly related to the efficient execution of ACB operations, as directed.

Competency

The applicant should have a strong sense of responsibility; have strong analytical skills; have a demonstrated ability to plan strategies and prioritize activities; must be aggressive in meeting targets, with a results-oriented approach to delivering outputs; possesses a working style that is inclusive, participatory and collaborative; Understanding of biodiversity conservation and environmental issues as well as environmental financing issues is a major consideration. As the Centre has a multicultural environment, the candidate should have the ability to adjust to the varying cultures of ASEAN and incorporate social sensitivities and gender perspectives in his/her working ethos. Qualifications

Nationality – prospective candidates must be a national of any ASEAN Country,

Education – Advanced university degree (Master’s degree or equivalent) in Management, Marketing, Public or Business Administration, Environment or Natural Resources Management/Science, or any related course.

Work Experience – At least 5 years of relevant and progressively responsible experience in forging partnerships and mobilizing resources for programmes and projects; have experience in working with and negotiations with stakeholders preferably of environmental causes and/or institutions;

Language – prospective candidates must have good command of English, which is the working language of the Centre. Proficiency in languages used in ASEAN is an advantage.

Others – Proficiency in computer applications used in communication and project management as well as the use of the Internet.
