Workshop on Environmentally
Sustainable Cities in ASEAN
|
The Workshop on Environmentally Sustainable Cities in ASEAN was held from 2
– 4 Dec 03 in Singapore.
The Workshop was jointly organised by the National Environment Agency,
Singapore and the Asean Secretariat, and sponsored by the
Hanns-Seidel Foundation (HSF), United Nations Development
Programme (UNDP) and United Nations Environment Programme (UNEP).

The main objective of the Workshop was to provide a platform for ASEAN
country/city managers and officials, and other relevant
agencies to develop a framework for environmentally
sustainable cities in ASEAN, including policies, strategies
and programmes.
The Workshop was attended by 45 participants from all ASEAN member countries and the ASEAN
Secretariat.

In addition, representatives from international organisations
such as Clean Air Initiative (CAI)-Asia, Bavarian Institute
for Applied Environmental Research & Technology, Deutsche
Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH, UNEP, UNU-IAS, and
Republic of Korea were present to share with the participants
their experience and existing related programmes undertaken by
their organisations on environmental sustainability.
At the end of the Workshop, ASEAN city managers and government officials successfully
developed a proposed "Framework for Environmentally Sustainable Cities in ASEAN".
The proposed Framework will initially focus
on the brown issues that are the basic building blocks to
achieving a quality living environment in any city - Clean
Air, Clean Water and Clean Land.
The proposed Framework comprises a set of comprehensive policies, strategies and programmes designed
to attain environmental sustainability for ASEAN cities.
The proposed Framework was endorsed by the ASEAN
Environment Ministers’ at the ASEAN Ministerial Meeting on
the Environment (AMME) held in Yangon on 16-18 Dec 03.

Conference on Environmentally
Sustainable Cities in ASEAN
|
The Conference on Environmentally Sustainable Cities in ASEAN was
held from 14 – 15 Oct 04 in Singapore.
The Conference was jointly organised by the ASEAN
Secretariat and the National Environment Agency, Singapore,
and sponsored by the Japan-ASEAN General Exchange Fund, Hanns-Seidel
Foundation, United Nations Development Programme and United
Nations Environment Programme.

The objectives of the Conference were as follows:
- Provide city officials an in-depth understanding of the
Framework.
- Share best practices on Clean Air, Clean Water and
Clean Land.
- Develop a list of environmental best practices
and indicators that are applicable and can be adopted in the ASEAN
cities.
- Facilitate possible collaboration between cities and
international organisations.

The Conference was attended by 70 participants from 22
ASEAN participating cities, ASEAN Secretariat and various
international organisations.
Representatives from international organisations such
as CAI-Asia, IGES, UN-HABITAT, UNCRD, UNDP, UNEP, UNEP-IETC,
GTZ, UNU, US-AEP, Japan and Republic of Korea were present to
share with the participants their experience and existing
related programmes, as well as environmental best practices on
environmental sustainability.

At the end of the Conference, ASEAN city officials,
with the help of resource persons, successfully drew up a list
of environmental best practices that can be used and shared
amongst cities.
|

Break out session - Clean Land
|
|
|
|
The next step for the ASEAN Working Group on
Environmentally Sustainable Cities (AWGESC) would be to
conduct thematic workshops and training programmes to help
cities to implement their respective environmental master
plans and develop the capacity to adopt environmental best
practices successfully. The preliminary list of environmental indicators will be further
looked at and developed at each of these thematic workshops.

The Workshop on the Development of Key Indicators for Clean
Air, Clean Water and Clean Land; and Award/s to Promote
Environmental Sustainability in ASEAN Cities was held from 6 -
8 Dec 05 in Jakarta, Indonesia.
The Workshop was co-organised by the Ministry of
Environment, Indonesia, the National Environment Agency,
Singapore and the ASEAN Secretariat.

The Workshop was jointly sponsored by the
Japan-ASEAN General Exchange Fund, Hanns-Seidel Foundation,
World Bank and United Nations Environment Programme (UNEP) and
supported by the following organisations: Asian Institute of
Technology (AIT), GTZ, Japan International Cooperation Agency
(JICA), US Agency for International Development (USAID),
United Nations Centre for Regional Development (UNCRD), UNEP
International Environmental Technology Centre (UNEP-IETC) and
the Swedish Institute of Environment Research.

The objectives of the Conference were as follows:
a) To develop a set of key performance environmental
indicators for Clean Air, Clean Water and Clean Land;
and
b) To develop a set of award criteria to promote
environmental sustainability in ASEAN cities.
The Workshop was attended by 81 participants from 23 ASEAN
participating cities, ASEAN Secretariat and resource persons
from various international organisations. The list of
participants is at Annex 1. |

Workshop Programme
The programme for the Workshop is at Annex 2. Mr Kosasih
Wirahadikusumah, Head of Environmental Agency for Jakarta
welcomed the participants to the Workshop. The Workshop was
jointly opened by Mr Loh Ah Tuan, Chairman of the ASEAN
Working Group on Environmentally Sustainable Cities (AWGESC)
and Mr Arief Yuwono, Executive Secretary of Ministry of
Environment, Indonesia.
The Workshop was held in plenary and breakout discussions.
At the plenary session on the first day, representatives from
international organisations such as the JICA, AIT,UNCRD, UNEP,
UNEP-IETC, GTZ, USAID, US-AEP and Swedish Institute of
Environment Research shared their experiences on the use of
environmental indicators and existing related programmes with
the Workshop participants.
To facilitate the working group discussions at the
Workshop, Singapore and ASEAN Secretariat also presented the
proposed environmental indicators and awards criteria for
environmentally sustainable cities in ASEAN respectively.

On the second day, ASEAN city officials
broke up into 4 Working Groups to develop and recommend key
indicators for Clean Air, Clean Water, Clean Land, and
criteria for award/s to promote environmental sustainability
in ASEAN cities respectively. The 4 Working Groups, viz (i)
Clean Air, (ii) Clean Water, (iii) Clean Land, and (iv)
Award/s Criteria and Proposed Modality for Award/s were led by
the following resource persons from the USAID.

The Workshop reconvened in plenary in the afternoon of the
second day. The 4 Working Groups presented their respective
recommendations and inputs to the Workshop for discussion.
Before the conclusion of the Workshop on the third day,

Workshop Outcomes
Based on the guiding principles that the indicators should
be i) specific and quantifiable, ii) easily measurable and
iii) easily adaptable to most participating cities, and with
the help of the resource persons and experts from the
international organisations, the Working Groups on Clean Air,
Clean Water and Clean Land successfully developed a list of
key environmental indicators for Clean Air, Clean Water and
Clean Land respectively. The proposed list of key indicators
is at Annex 3.
In addition, the Working Group on Award/s Criteria and
Proposed Modality for Award/s also put forth their
recommendations for ASEAN ESC Awards and proposed respective
criteria for the awards. The Working Group also suggested a
nomination and review process for the awards. The Group's
recommendations are at Annex 4.
Follow Up Activities
The proposed key indicators and recommendations for ASEAN
ESC awards will be tabled for consideration at the next AWGESC
meeting. Subsequently, the AWGESC will seek endorsement from
the Senior Officials and Ministers at the ASEAN Senior
Officials Meeting on the Environment (ASOEN) and the ASEAN
Ministerial Meeting on the Environment (AMME)
respectively.

USAID / CSG Partnership with ASEAN Working Group on Environmentally Sustainable Cities (AWGESC)
The U.S. Agency for International Development (USAID) and American state governments have launched a program
to support ASEAN’s Environmentally Sustainable Cities initiative through a series of demonstration projects, exchanges, and other activities with selected ASEAN cities. This document outlines the proposed partnership activities in environmental sustainability between ASEAN cities and selected US States.
State Partnerships in the ASEAN Region
For the past ten years, American state governments have conducted environmental exchange and technical assistance programs with local and national governments throughout the ASEAN region. State governments have relied on their extensive experience in environmental management to support a wide range of partnership projects, including helping municipalities develop management plans for air quality, clean water, and solid waste. USAID and American state governments are now working in cooperation with the ASEAN Secretariat to conduct a series of new partnership activities tied specifically to the needs and goals of the cities included in the ASEAN Environmentally Sustainable Cities initiative. This program is administered by The Council of State Governments (CSG), an association of American states, and funded jointly by USAID and the state governments of Maryland, New Hampshire, and Oregon.
Potential Activities
Each of the three U.S. states has sufficient resources to conduct exchanges and other partnership activities with a limited number of officials from up to two ASEAN cities. The Maryland team will focus on clean land, New Hampshire clean water, and Oregon clean air. Specific activities to be included in the partnership will be driven by the needs of the participating ASEAN cities, but may include demonstrations of new technologies, training seminars, pilot projects and exchanges (eg. study visits) both within the region and to the U.S. The results of these activities will be shared with other cities through case studies and other materials included in the Environmentally Sustainable Cities website maintained by the ASEAN Secretariat. All activities must be completed by September 30, 2006.
Eligibility
This program is designed to support the
24 cities included in the ASEAN Environmentally Sustainable Cities initiative. However, only cities from countries eligible for USAID-funded
programs are able to participate in this program. Eligible
countries include Cambodia, Indonesia, Laos, the Philippines,
Thailand, and Vietnam.
